The NSW Department of Health has set up a task force for ‘the implementation of smoke free policies in mental health inpatient facilities’. The patients, to whom the state owes a special obligation, are extremely distressed and have asked for community assistance - 80% smoke.
  
Area administrators are imposing bans - against stated policy.
   
We support this 'right to choose' - personally controlled since European settlement. Only voluntary quit programs with smoking areas are successful in the long term.
